A pilot hole was drilled into the brass washer at the marked location. The pilot hole was expanded to 7/64" to accommodate a #4 screw. A metal cutting band saw was used to cut a small segment out of the washer which changed the thermal paper all black. The rest of the compass tapper was shaped using  a sanding belt and sanding disc while holding the brass with long-nose pliers.
